You can also join Smocking Arts Guild of America http://www.smocking.org/ There are two magazines available that focus on smocking as well as other embroidery techniques: "Creative Needle" http://www.creativeneedlemag.com/ and "Sew Beautiful" http://www.sewbeautifulmag.com/ I've had two articles printed in "Sew Beautiful" and although it has changed through the years, it hangs on to its roots.
