There are a number of alternative solutions to your dilemma. First,
are you looking to manufacture a sell a _line_ of miniature toys, or
do you just want to make a few for yourself? That makes a huge
difference in finding what you're looking for.

Second, if you only need a few, there are a number of thinks you could
do:

Fashion one each, of the different sizes you need, from soap, wax,
wood, whatever you can work with. Then make a mold from that original
and use any of the available casting materials to make as many
duplicates as you want. This isn't as difficult as you may think. If
you go to MicroMark's web site,
www.micromark.com you will find many,
many different types of cold and low temperature casting materials
that can be had.

Another source, if you only need a couple, is to go to a hobby shop
and look in the plastic model section for model covered wagons or even
bicycles and salvage wheels from them.

Finally, if you give up on making your own, you can go to
http://woodworker.com/Wheel_Caster.htm
and buy any of the gazillion miniature wheels, spoked and non-spoked,
that they have there. If you don't find what you need or can work
with and alter to fit your needs, try
http://www.bearwood.com/shop/Catalog.asp

You can also do a Google search under miniature wheels spoked and get
the same hits I did.

If you want metal wheels, try most miniature shops and ask for 'Metal
Miniatures". They make maybe 30 different sizes. Dare I say, "we have
that"? (but not on our website)
