I would pick up stiches and knit a button closure that could either hold the
hood closed and warm around the neck, or be buttoned in back to hold the
rolled up hood against the back of the neck -- I hate hoods that dangle
open - but that is just me.

I like big floppy hoods like that for fishing. They make me feel like a
monk; then I am able to stay very still and actually catch a fish!
